Minister: “We’re getting on with the job” of aged care reform

The federal government has released the final draft of the Aged Care Rules that will underpin Australia’s new Aged Care Act, scheduled to take effect on 1 November 2025.

The updated rules provide detailed guidance to aged care providers and are a crucial step in preparing the sector for the upcoming legislative reform. The move follows extensive national consultation and is aimed at ensuring providers have enough time to adjust before the Act is implemented.

Aged Care and Seniors Minister Sam Rae said the early release of the rules would help facilitate a smooth transition across the sector.

“We’ve released the Rules 3 months before the new Act comes into force, giving providers time to implement new systems and processes, and train workers to deliver the best care to our loved ones,” Minister Rae said.

The final version of the Aged Care Rules follows seven previous drafts and incorporates feedback from more than 400 submissions by providers, carers, advocates, healthcare professionals and older Australians.

The new rules will govern a wide range of aged care services, including residential care, home support, worker screening, vaccinations and financial responsibilities.

“The release of the Rules is another meaningful step towards a new rights-based Aged Care Act that delivers the dignified care older Australians deserve,” Rae said.

The release of the finalised Rules also comes one week after related legislation was introduced to Parliament to support the transition to the new system.

“We’re getting on with the job of delivering generational change to make sure every older Australian can live with the best care, dignity and support,” Rae added.

Resources and further information on the new Rules and how to prepare for the incoming legislation are available to providers as part of the government’s broader support package for the sector.
